How to Steer a Good-Will Visit

US first lady Michelle Obama is touring China with her mother and two daughters. The trip was designed as a good will visit, partially to compensate for the missed meeting between two first ladies when President Xi Jinping visited Washington. Madam Obama toured learned calligraphy from a high school boy in Beijing, then tried out local dishes in Xi'an. The two daughters were praised for their beauty and good manners.

However for propaganda experts in Beijing, there is always a way to steer the public opinions.

Right before the first lady to visit the Terracotta museum in Xi'an, special op police stormed the museum to kick every visitors out in name of security. A tour guide was not moving 'fast enough', and was kicked down unconscious in front of thousands of museum patrons. The last thing witnesses saw was the poor guy who was not moving or responding was thrown in a police car.

While the Obamas were still doing selfies with terracotta warriors, the pictures of the security kicking museum patrons went viral on Chinese social networking sites. "Because of Michelle Obama, an innocent Chinese was kicked down motionless."

Person Bearing Chinese Police Insignia Seen Making Arrests in LA

Police of the Monterey Park City in Los Angeles, California made several arrests during a flag ceremony celebrating the October 1st National Day of China. A group of protesters said they had applied and been granted protest outside the premier.

Witness said, an Asian looking man in black suits was pointing and picking people to be arrested by uniformed police officers. The man identified himself as a police officer. In at least one occasion, the man was seen taking out a pair of handcuffs and handed it to a uniformed police officer. The uniformed police officer then used that handcuffs to arrest a protester.

Witnesses noticed the man was wearing a belt which bears a insignia of Chinese police. The man covered his belt buckle, and fled from the scene when he saw people were taking pictures of his belt.

Protectors said they demand an apology from the police for interfering a peaceful protest which had been approved. Also, they want answers why local police was using handcuffs of the man in black suits to make arrests in the US.

According to California Penal Code Section 538d, any person other than one who by law is given the authority of a peace officer, who willfully ... inducing the belief that he or she is a peace officer, is guilty of a misdemeanor. There is no doubt the man in black suits already committed a crime. What is puzzling is the role of local police in enabling and facilitating this crime. How thoroughly has the local law enforcement force been infiltrated by the Chinese government?

Voice of America contacted the Monterey Park City police, but was not provided with a reply.

China's Affirmative Action

It may be hard for westerners who had been brainwashed by Washington Post or New York Times to accept the reality that minorities, such as those in Tibet and Urghur Muslims in Xinjiang, in China enjoy more rights and privileges than the majority Han people.

According to the official police report released on Weibo (Chinese knock off of Twitter), a resident Mr. Ling had a dispute with a group of Urghur Muslim from Xinjiang, when he bought fruit cake from them. Tianyue police station (Yuyang, Hunan Province) arrested Ling, and compensated Urghur Muslims for the loss cakes damaged in the dispute. The Urghur Muslim group agreed to go back to Xinjiang.

People were quick to point out the police might have paid too much for the cake. The police gave the Urghur Muslim group RMB 160k ($28,000) for the cake, and RMB 40k ($6,500) for the cart, and iced the deal with a criminal charge against the buyer.

The 'Xinjiang Fruit Cake' sellers have been as famous as Nigeria bankers. Usually, city people know to stay away. But as always, there are a few who haven't heard of it. It is a kind of very sweet cake. The trick is that it is very heavy. It is heavier than, say, gold. Imagine your surprise when you could hardly lift a palm size cake with one hand. Also, food in China is usually sold by 'Jin (500g, about a pound)'. But this kind of cake is sold by 'Liang (50g, 1 and 1/4 oz)'. When you ask for price, you would be simply told a number, say 20, and you would assume that was RMB 20 per lb, and you would assume that piece of pi cost about $1. You can't be more wrong. The piece would easily cost you $100 or more. At this time, you must pay, otherwise, you would find yourself surrounded by a group of Muslims with knives in their hands. Muslims were allowed to carry knives with them by law.

The handling of the dispute by Hunan police is typical, but rarely reported because of sensitivity of the topic. By China's criminal law, Muslim would not be punished even after committing serious crimes. Local police do not have the motivation to intervene any dispute had Muslim involved. If a police were hurt, they probably couldn't even press charge. The optimal solution for local police would be to get them away to somewhere else, anywhere but their own jurisdiction. They must have purchased tickets for the group to go back Xinjiang, but readers should not be surprised to find these Muslims in a neighboring city.

Expectantly, the police report would be taken down from the Internet. It was. It must be a omission of oversight.

The Chinese law regarding ethnic minorities is hated by Han people. However, not even all of the minorities are happy. Some Urghur scholars have been arguing that the policy encouraged Urghur youth to become thieves and robbers, and practically discourage them to become responsible citizens.

And there is the academic policies.

Unlike the affirmative action act in the US, which is hidden by layers of carefully weaved reasons and excuses behind a complicated and never made publish admission process, everything is a clear cut in China. A Urghur Muslim can enter a college with less than half of the exam scores. Although it guaranteed more college graduates as it is designed, consequently, Urghur youth have no incentive to study hard. Further more, they will find themselves unmarketable after graduating from the college because no employer believes in the value of their diploma. They will have to settle on often uninspiring government jobs (although they pay well), thanks to diversity policies in employment.

Police Along Soldiers Tied to Riots

While rumor has it that many of the most violent protester who looted shops and burned down cars were strangers with out-of-town accents, here came photo proof.

In the following photos posted on Weibo, 20 some young men with same short hair style were seen marching to the scene in formation. They dressed casually as civilians, but many of them carried police communication radios (circled in red).

After yesterday violence breaking out simultaneous in dozens of cities, intellectuals on the Net were puzzled on how could it happen under the Communist Government's tight control. Many participants reported that more than half of the rioters were actually undercover policemen. Netizens were able to match one of the aggressors to a police chief, based on his official portrait. From the photos posted today, it seems not only police, but also military troops led the riot. Local police do not enforce the short hair style displayed in the marching formations. Undercover police officers have their signature dress code, too: messenger bags, as identified in many pictures.

As The Seagull had speculated yesterday, the show of violence was not about Diaoyu Islands, and had little to do with Japan in general. It's a show conducted by the Communist Party to convince ordinary people the importance of a strong police state. This is not a Kristallnacht, but the Reichstag Burns.

Update

Another picture surfaced, despite their colorful civilian casual clothes where were seemingly grabbed from a migrant farmer's warehouse, check out their hair style, and the green armored personnel carrier half-covered in the back.

The communist government has been trying their best to make a case for heavy-handed police suppression.

How Chinese Law Enforcement Officers Enforcing the Law

A surveillance video camera caught a scene when two Chinese law enforcement officers gave a hotel front desk girl a lesson. youtube, and youtube (same, just in case first one removed by CCP)

One officer of the Law Enforcing Bureau called in to book a room. The officer was annoyed when the girl started taking down his information, because 'everyone should know me'. "I will be there in a minute", he said, and a few minutes later, he came in to beat the girl with stationary, computer screen and chairs. Then more officers rushed in, joining him to fist, kick the girl.

When asked by reporters, the Central Propaganda Department of the CCP responded that there had been worse cases happened in the US.

The video was leaked out recently, though dated 4/20/2011. The incident happened in Hekou District of Dongying City of Shandong Province. After the video went viral on the Internet, one of the officers, Mr. Zhang Zongguo received a warning by the local CCP (DongHeGuang CCP 2011-4). And that was the end of the story.

Gallery Exhibit Canceled

If you like the drawings of a 10 years old boy, so do I.

Alas, a planned gallery exhibit at the http://www.juelab.com/">Jue Lab of Shanghai was canceled in the last minute, because the boy's father committed a crime.  Xia Jianqiang's father Xia Junfeng was a peddler in Shenyang.  When he was beaten by a gang of para-police for no-reason, he managed to fight back and killed one of the mobs accidentally.  Although lawyers across the nation rushed to stand for his defense, Xia was sentenced to death.

Chief Justice of the Supreme Court in China, Wang Shengjun, spoke on a seminar for chief judges of middle-level court that whether or not to impose a capital punishment should not rely on the law.  "It should reflect people's willingness", said Chief Justice Wang.

The communist Party Chief Mr. Zhong Xiancong of the A'shi District Police Station told Zhou Qin that he did not see it as a rape case since Mr. Wang was wearing a condom. Mr. Wang is the director of local State Bureau of Land and Resources.

Zhong Xiancong is the Party Chief of the police station in Bijie of Guizhou Proince. Zhong told the victim to settle. Zhong was at the scene when the victim was ordered to drink.

Although the saying sounds absurd, Mr. Zhong stood by his words with interviewed by reporters of Anshun Morning.

As it is approaching the lunar calendar of the traditional Chinese New Year, consider sending a post card to the old father of late Qian Yunhui, who was brutally executed by the police one month ago in Yueqing, Zhejiang Province. Qian was the elected head of village Zhaiqiao. Because Qian led protest against taking villagers land without proper compensation, the local government chopped his head off with a heavy duty engineering truck at the entrance of the village in bright daylight, with villagers and travelers on the watch. Four police beat Qian, then hold his head down on the path a slow rolling wheel of the truck. When the accident caught national media attention, the government insisted it was an accident.

Qian's old father told reporters, at the moment Qian took the job six years ago, he knew Qian would be killed.

The fate of a little girl

A sketch of the little girl based
on the passenger's description.
The girl looks like 3 years old,
small and narrow face, big eyes,
long eyelets, curved hair.
She was wearing Adidas top,
a pink skirt and Adidas pants.
However, the clothes were very
dirty. She was bear foot.
A little girl disappeared from a packed train in Jiangxi, China on June 8. Hundreds children were stolen and kidnapped in China everyday. At any given time, hundreds of stolen children were being transported by cars, trucks, buses, and train. One of such trafficking was noticed by an alert passenger Mr. Yang. Mr. Yang attempted to dial 110, police emergence number, but was not able to connect. Mr. Yang then notified the railroad attendance, once oral, and once in writting, and the police on board. Mr. Yang took off at station of Quzhou at 8:14 on June 9, when he got hooked up and posted online, while the train was travelling at over 100mph on its way from Wenzhou, Zhejiang to Guiyang, Guizhou. The post received more than 2.5 million hits and 200 pages of threads in a matter of hours.

Hundreds of thousands of Chinese Internet readers were mobilized to contact dozens of police and national security agencies through public as well as private channels. All railroad and police agencies along the thousand mile of railroad were contacted while the K941 train was in their judiciary. National and Provincial governments were contacted, too.

And the 3 years old girl disappeared along with the human traffickers.

No single government, railroad or police department reacted to the repeated alert. It is reported that in some major cities on the route, the police emergency number were blocked because of the volume of the calls on the little girl from all over the country. The most common answer from the dispatchers was, 'we know, thank you.' And that was it.

Finally, one of the Internet readers got his brother, a railroad detective in Zhuzhou, Hunan to abroad the train when it arrived Zhuzhou at 16:36 on June 9. The railroad police on the train told the detective that the girl and the traffickers were taken off the train in Yingtan, Jiangxi by police for questioning.

The online community celebrated, only to know that the onboard turned out to be a lie, the reason of the lie (to a police colleague) was difficult to comprehend.

Police's inaction in 8 hours while the train K941 was travelling between Quzhou and Jiangtan.

Three days later, the facts we could collect at this time was, the group was on the train in Cart 11, seat 97 while Mr. Yang took off at the station of Quzhou. They were no longer seen by the time the train left station of Yingtan, a huge train hub connecting three major railroads. While media pressure mounting on, police in Yingtan checked all surveillance cameras in the station, but did not find the group. There were three stations between Quzhou and Yingtan, which were Yushan, Shangrao and Guixi.

Now you get an idea why so many children could disappear in a totalitarian police state. You may also get an idea why Premier Wenjia stated there was deeper social root to understand the multiple high profile violent unrests in a recent talk.

Stolen children were often trained to be beggars. In order to take advantage of people's sympathy, many of them were maimed. They would be broken both legs and sometimes all four limps, blinded, had tongue cut, etc. Some were sold to government infancy, where they would be sold to American adopters.

A Slip of the Tongue

The Ministry of Public Security held the national involuntary mental hospital conference in Wuhan, Hubei Province from May 26 to 27.

Involuntary Mental hospitals in China are controlled by the government, and have been used to jail political dissidents and real mental patients alike. However, they are more and more frequently used by local government to jail minor offenders or personal enemies.

The Ministry of Public Security emphasized on the conference that a mentally normal person could only be jailed after the police department approves. The message were reported by many mainstream media, including TV, newspaper and magazines. The 'a slip of the tongue' accident confirmed the long time rumor that these hospitals indeed had been used by local government as jail houses.

There are 22 involuntary mental hospitals in China in eighteen provinces.

Detainee Suicided in Custody

A detainee was suicided in custody at Xiaonan Police Station in Kunming, Yunnan Province.

Xing Kun, a small time thief caught wet was detained by the police. Days later, he was found dead in a jail room.

At first, Kunming police was not sure how did he commit suicide under continuous video surveillance. After three days of deliberation, the police decided that Xing died by hanging himself with a shoe tie. In a news conference three days after Xing's death, Kunming police had a story to tell reporters. Xing opened up his handcuffs with a sheet of face tissue, then hanged himself with a shoe tie at a dead spot of the video camera. The police can't explain how did Xing obtain the shoe tie because Xing's own shoe ties were removed when he was taken into custody.

Xing, a small time thief, had been caught and detained by police at least five times. This time he was accused of stealing $100, too low to warrant a court hearing. The maximum he might got would be less than one year of labor camp (different from jail time which must be handed down by a court) under police supervision. It's hard for his family to comprehend the motives of the suicide.

Many Chinese believed Xing was suicided by police, especially after the police refused to let the family take pictures of bruises and wounds found all over his body.

In an earlier incident, a detainee died when playing peek-a-boo with other inmates under custody of Kunming police. The Chinese name of the game 'duomaomao' became a most popular phrase in Chinese.

Don't Help Strangers, They Could be Shanghai Cops

For a moment, imagine you were driving to work on any busy morning commute. It was 7:45 and the red light just won't let it go. You may sign, you may swear, but suddenly a couple in shabby clothing opened your back doors and sat on your car. Before you recovered from the shock, they would tell you that the woman was suffering a severe stomach pain, and that they had been unable to hire a taxi for twenty minutes. They asked you to take them to the nearest hospital. They would beg you, and praise your ancestors for your kindness, but they wouldn't leave your car until you said okay.

Many drivers showed their kindness, but was arrested and beaten by the police at the 'hospital' entrance. They police would charge you for illegal operating taxi business. They would give you a 10,000 RMB ($1,600) fine or throw you in jail.

The mass 'sting' operation happened in Shanghai, where the police pockets millions of fines in the first day. It didn't last too long, because almost all drivers were alerted by their relatives and friends who had fell victims. Tens of thousands of Shanghai drivers had mobilized on the Internet to retaliate the brute violation of civil rights.

226 Days later, Shanghai is going to host the World Fair. Since the Shanghai government endorsed the police's operation, private car owners of Shanghai are launching a campaign to appeal the case to the attendees of the World Fair by sticking a bumper sticker which reads 'Don't Help Strangers, They Could be Cops'.

Heaven on the Earth

There was an old, old saying: There is the heaven on the sky; there are Suzhou and Hangzhou on the ground. Hangzhou is known for its scenic lake and harmonic living as the best place to live on the earth, NOT.

Less than a month after the infamous qishima (seventy kilometers per hour) tragedy, another girl was killed by a speeding car on a pedestrian crossing. 'Qishima' immediately became a household Chinese vocabulary because the police cited the driver's words as the actual speed. The case drew national attention because apparent police corruption. Based on online tickets tracking, the driver should have been revoked his driver's license years ago but police accepted money and took care of the rest. After the accident, the Hangzhou police used the driver's words as the actual speed without a survey of the scene. Thousands of people demonstrated in many cities near and far. The driver was sentenced to three years in prison.

While the Hangzhou government was publicly humiliated. The police had to apologize for using Qishima. As a remedy after the tragedy, the Hanghzou government set up 10 'LOVING HEART' pedestrian crossing at most busiest intersections in downtown. These special pedxings are twice broader than ordinary crossings and painted with giant heart shapes over colorful stripes.

Seventeen years old Fangfang Ma was hit by a Prosche Cayenne on one of these 'loving heart' in front of the local TV station in front of hundreds of people.

After the accident, the passenger, a woman, and the driver, a drunk man, switched their seats in front of hundreds of witnesses. Although angry witnesses informed the police, Hangzhou police took only a blood sample from the woman.

Thousands of witnesses threatened to burn the police cars. Only then police took the blood sample from the man. However, the police told the crowd they would submit the sample to a hospital the next morning and that the alcohol test would take days to get a reading.

The driver's name is Zhigang Wei. Zhigang Wei is the son of Minxuan Wei, a Party member and prominent businessman. The woman claimed to be his girlfriend. Witnesses said she was a prostitute of the Jinbihui Nightclub. The license plate of the Porsche is Zhe-A-892E9.

As commentators said, Hangzhou is indeed the place closest to the Heaven. Rich people live in the heaven, and poor people are sent to the heaven.

Taking Care of Your Own People

Taking care of your own people, that's the least we would ask for the leader of a free land and what President Obama did last night. Taking the opportunity of his health reform speech to the nation, President Obama told the TV audiences, "I think it’s fair to say, No. 1, any of us would be pretty angry. No. 2, the Cambridge police acted stupidly in arresting somebody when there was already proof that they were in their own home. And No. 3, what I think we know separate and apart from this incident is there is a long history in this country of African-Americans and Latinos being stopped by police disproportionately. That’s just a fact.

To replay what had happened in the middle of the day on Thursday July 16, 2009: Harvard 'University Professor' (that's a title held by about 20 most prestigious professors of Harvard) Henry Gates came back to his home near Harvard campus after a long trip overseas. His front door was found jammed, so he enlisted help from his driver to shoulder in, an act caught sight by a lady worked down the street. The woman called police to report two individuals forcing in a house at the address.

Six police officers of the Cambridge Police were sent to check it out. The police asked the professor for his driver's license. It started as Sgt. Crowley asked for an ID, and Mr. Gates replied 'No, I will not'. Having been making a living by teaching on racial issues, Professor Gates yelled to the officer, 'this is what happened to Black men in America'. After a few back and forth, the professor produced his Harvard ID, which bears his name and title, but does not include a home address. The professor was obviously annoyed and advised the police 'you don't know who your messing with'. The police insisted on the driver's license. The professor refused and pulled out the racial card. When the police asked him to step out to clarify, the professor responded, 'I will talk to your Mama outside'. Finally the professor produced his driver's license and the police retreated. The professor chased down the police on foot to the outside and shouted racial slurs when he was arrested for disorderly conduct.

Residents Took Law Into Own Hands

An old gentleman in Lanzhou took law into his own hands. On the night of July 9, 2009, armed with a pile of construction bricks, the old man threw brinks to any vehicle that ran red lights at an intersection near his neighborhood Jingangcheng.

Hundreds of local residents gathered along roadside to cheer for the brave act. A reporter from Tianjin Daily counted 8 vehicles damaged in half hour, and he saw more old men joined the act. Still many cars ignored the traffic lights. The moment a brick flying to a car, loud cheering broke out from the crowd.

The seventy years old gentleman told the reporter he had several near miss when crossing the street. Many drivers just ignore the traffic lights and the police never paid attention to his complaint.

Three hours later around 10 pm, police from the Dunhuang Road Station came to the scene and told the old man to stop.

Three days earlier eight hundred miles down south in city of Nanjing, thousands of people gathered at an busy roadside to mourn six pedestrians who were killed by a drunk driver on June 30. Among the victims was a pregnant mom, whose near full term fetus was popped out by the impact. The driver a wealthy businessman was driving a car owned by a state prosecutor. The driver fled the scene but was stopped by a taxi who witnessed the crime. When interviewed by a reporter by phone (recorded), the prosecutor said, quote, 'who cares several lives lost, nothing can't be paid with money'.

Update: a follow-up report on July 11 on the Lanzhou case said no charge had been filed by police, and no owner of damaged vehicles had approached for compensation.

Lawyers Dismissed

Two pro bono lawyers broke into tears at a press conference after they met Deng Yujiao, the 21 years old who killed a communist party official when she was attacked by three of them.

Lawyer Xia Lin told reporters that he had obtained direct evidence of the crime on Deng's bra and underwear. Xia also appealed publicly to his alma mater, The Southwestern Law School a prominent law school, to step in this apparent injustice case.

In an following up interview with the South Metropolitan Daily, the director of the police bureau of the Badong County, Mr. Yang Liyong stated police had no interest in examining the evidence presented by the lawyers.

On May 22, 2009, the Badong County news conference said the two lawyers violated laws by disclosing information after meeting Deng Yujiao. The only clause in current law against leaking information is about national secret. The badong County government is telling the world that the rape case has been escalated to national secret.

The dismissal of the two lawyers was full of drama. The government announced the two lawyers were fired by Deng's mother in the press conference in the morning. The two lawyers were then contacted by Deng's mother, who was surprised by the news. Deng's mother told other media she didn't fire the lawyers and she did not knew what happened. Then Deng's mother was abducted by the government for a few hours. After being released in the afternoon, Deng's mother told the media she had fired the two lawyers. The two lawyers were dismissed subsequently. Deng's mother was reportedly placed under control of the police. In a similar case in Shanghai, Yang Jia's mother was placed in a mental facility for six months. Without delay, two local lawyers contracted by the local government was hired by Deng's mother to represent Deng Yujiao.

However, until today, Deng's mother hasn't officially fired the two lawyers from Beijing. Legally speaking, the two new lawyers had already violated the 'Act of Lawyers' for knowing signing on the case before the original lawyers were terminated. The two 'bad guys' here are Wang Shaopeng and Liu Gang. Both Wang and Liu made their fortune by representing corrupted officials in bribery cases.

The State Council News Office informed news websites and portals, they should immediately 'cool down' the coverage of the Deng Yujiao case. Specifically, related news should not be placed on the first page or headline area. Only the official New China (Xinhua Agency)'s article could be posted. Readers' comments must be controlled, and approved case by case. All information about grassroots 'open letter', 'petition', 'invite for participation' about this case should be deleted. Any attacks to the Dear Party and the government and communist justice system, advocate to democracy, human rights, should be deleted.

Who Owns Information

Civil rights activist Mr. Huang Qi was arrested by police on June 10, 2008. Mr. Huang together wish another volunteer was helping the earthquake disaster relief when both were arrested. According to the volunteer who was released a few days later, police questioned him specifically on their investigation of the poor building quality of public schools.

Huang's wife went to the Bureau of Public Safety of Wuhou, Chengdu to inquire the condition of Huang. She was showed a warrant for "Illegal Procession of National Secret". This is about Huang's visiting of victim families connected to collapsed school buildings.

There had been many cases of people arrested for 'Leaking National Secret'. With a broach definition of 'national secret', one could be thrown into jail for mailing a newspaper, or an openly published book. Still, those are about something written or compiled by someone else, even after they were put into public domain. It's often ridiculous to say a newspaper is national secret, but still often, the prosecution will claim that they see it as a national secret. In this case, however, none of such 'published' or 'compiled' materials exists. The said 'national secret' is the numbers and cases Mr. Huang collected from victims' families. There is no leakage either, since Mr. Huang had not had a chance to put this onto his personal website. Therefore, the alleged crime "Illegal Procession" of national secret makes you chill.

Who owns information?

An ancient Chinese saying is "a person lost innocence if he carries a treasure (庶人无罪怀璧其罪)", regardless where does he find the treasure". It's an reflection of a doctrine that everything under the sun belongs to the King. Now, everything in the world, tangible or not, belongs to the CCP.
